The State of Idaho requires the registration of pesticides, and related, before their distribution and/or sale within the state. The following types of products must be registered:

  • EPA Section 3 registered pesticides
  • EPA 25b exempt pesticides
  • Plant growth regulators, and
  • Adjuvants

If your company has products that need to be registered or if your company is a servicing company that services other company's product registrations, then your company must be registered with the ISDA first. There is no fee for registering your company. If your company has already been registered with the online Idaho Pesticide Product Registration system, then you do not need to register it again. Registration allows you to register, update, renew, and cancel products for the company(ies) for which you are responsible.

To register your company with the online Idaho Pesticide Product Registration system, follow these steps:

  • If you have not set up online access for your company user, please follow the instructions in the "I am a NEW user - How do I register myself and get set up?" FAQ topic (below) then return here and continue with the next step:
  • After setting up online access, navigate back to Pesticide Registration, click Login and sign in
  • If your company has never been registered before, you will see a Register Company link in the sidebar menu. If so, click this link, then click the Register New Company button and follow directions. To register your company, you will need the following information:
    • Company name and address(es)
    • EPA Registered Company Number (if available)
    • Company point of contact name, phone number, and email
  • If your company has been registered before, you will not see the Register Company link in the sidebar menu and will instead be automatically directed to your dashboard.

New users of the online Idaho Pesticide Product Registration system need to establish an account within the **ISDA Single Sign-On (SSO) system before they can log in to the pesticide registration system. If you have already done this for other online ISDA programs, then you don't need to do it again. If you are not sure whether you have registered a new login yet, then you should try logging in first - If logging in fails, then either your password was not correct or you have not yet registered your login with the ISDA SSO system. Please use the 'Forgot my password' link on the SSO Login page if you've forgotten your password.

Establish your Single Sign-On (SSO) account as follows:

  • From the Idaho Pesticide Product Registration home page, click the Login link (menu bar, top right). This will send you to the SSO login page for logging in.
  • On the Idaho State Department of Agriculture (ISDA) Single Sign-On (SSO) Sign In page, try logging in with your email address and password. If it works, then you are through setting up your login since it had been set up previously. You may login at the Pesticide Product Registration website now.
    • If your trial login attempt failed, then click the Set Up Online Access link at the top of the sign in form
    • Your email address is your new User ID - use the email address for your company's administrator of pesticide registration and renewals. Enter the Email address, password in the Password and Confirm password boxes, click the I'm not a robot checkbox, then click the Register button to register. A Confirm your email address link will be emailed to you.
    • In your email inbox, you will see an email message from NOREPLY@isda.idaho.gov, subject line Confirm your email. If after a few moments, you don't see this email, please check your Spam or Junk folders - If found, then flag as NON-spam. Open that email message and click the clicking here link in the "Please confirm your account by clicking here." statement. This will send you to the Email Verified SSO page.
    • On the Email Verified SSO page, click the Sign In link to sign into the Single Sign-On system.
    • If, after successfully signing in, you are not redirected to the Idaho Pesticide Product Registration system website, then you will need to manually navigate back to the website.
    • Once logged into the Pesticide Product Registration page, you may be directed to your pesticide registration dashboard or a home page with a "You need to register your company" warning. You will see your dashboard if your company has already been registered. If you have not yet been added to a company as one of it's users, then you will see the "You need to register your company" warning. If so, please see the FAQ topic How do I register my company with the ISDA for further information. Your company needs to be registered with the Pesticide Product Registration system as well, and may or may not have already been registered. **NOTE:The Idaho State Department of Agriculture (ISDA) provides several online service applications needed by our customers. Several of these are "Single Sign-On Enabled", which means you can log in to just one of them, then navigate to and utilize, one of the others without having to log in again.

New pesticide products must be registered with the State of Idaho before they can be sold, purchased, or used in Idaho.

The registration of products that are new to Idaho from your company is accomplished via a Registration Request process. You will receive email notification of each status change described below, and you can always sign in and click "Register Pesticides" in the sidebar menu to see request status(es) at any time as well.

Registration Request process:

  1. If needed, register as a new user in the Idaho State Department of Agriculture (ISDA) single-signon (SSO) system as described in the "I am a NEW user - How do I register myself and get set up?" FAQ item
  2. If your company is not registered with the ISDA, then follow the steps in the "How do I register my company with the ISDA" FAQ item.
  3. Log into the ISDA Pesticide Product Registration system online (this site)
  4. Click the "Register Pesticides" link in the sidebar menu
  5. Click the "New Registration Request" toolbar item at the top of the page to initiate a new Registration Request and to automatically start adding the first product to your Registration Request.
  6. Select the Product Registration Type (Adjuvant, Minimum Risk 25b, or Section 3) to expand the new product form and fill out all required fields. WARNING: If you have not already entered your EPA Registered Company Number (during company registration or later), you will need to do so before you can register EPA Approved Section 3 Pesticides
  7. When all new product fields have been completed, scroll to the bottom of the page and click the "Create Request" button. IMPORTANT - This merely creates your request as a 'work in progress'. The ISDA will not review your request or any products within it until the request has been Submitted for review. Once established, you can continue to add/edit/remove products in the registration request until you are ready to submit all for review. NOTE: You can always get back to your registration request(s) by logging in, clicking the "Register Pesticides" sidebar menu item, then by clicking the appropriate tab for what status your request(s) are currently in. New requests are on the "Work in Progress" tab until submitted for review. Submitted requests are found on the "Awaiting Review" tab etcetera.
  8. When your new Registration Request is ready, click the "Submit Request" toolbar item at the top of the page when viewing your registration request. Once submitted, your request is Awaiting Review - usually a 3-4 day process.
  9. If your request is approved as-is, it will be invoiced - you may view your invoices (and pay them) view the "Invoices" sidebar menu item. Click "Invoices", then View an invoice. If not paid, a "Pay" button will appear. Paying an invoice online is accomplished through the Access Idaho 3rd-party payment processing system. Once your submitted request has been approved, it will then be available on the "Awaiting Payment" tab. Once the associated invoice has been paid, the request will then show up on the "Awaiting Registration" tab.
  10. If your request is denied by the ISDA, you will be notified and your request will show up on the "Denied" tab
  11. If your request requires additional attention before it can be approved, you will be notified via email and you will see the request show up on the "Needs Attention" tab. Comments will exist within the registration request and also within product views that need additional attention. After updating the request and/or products, RESUBMIT the request for review. The Submit->Review process can repeat as often as necessary until approved, deleted, or denied.
  12. Once payment has been received for an approved Registration Request, the ISDA will Finalize the request. Requests that are in the queue waiting to be finalized show up on the "Awaiting Registration" tab. Once finalized, a Request Certificate (PDF) will be created - This is your record of successful registration of the products contained in the registration request. You may download the document by viewing the requests listed on the "Registered" tab or via the link found in your registration notification email.

The current registration fee is $160.00 per new product registered via a Registration Request. Refer to the "How do I REGISTER NEW PRODUCTS for use in the State of Idaho?" FAQ item for more information on how to register and pay for new product registrations

The current fee for renewing a product registration is $160.00 per renewed product. Refer to the "How do I RENEW my products for an upcoming registration period (year)?" FAQ item for more information on how to renew and pay for renewal of registered product's registrations

There is no fee associated with canceling a registered product's registration. WARNING - Cancellation of a product registration is immediate. The registrant company remains liable for products still on the shelf after cancellation.

This depends on the product, however most products are reviewed within 3-7 business days after receipt.

During renewal season, typically November through December each year, the review process may require additional time due to the sheer volume of requests that are during that time of year.

The required documents for pesticide registration are as follows:

  • Idaho product/container label. (Product label that will be on the product container being distributed in Idaho)
  • EPA product label (Product label that has been reviewed and approved by the EPA with approval date stamp); if applicable
  • Notice of supplemental Distribution of a Registered Pesticide Product EPA Form 8570-5 for companies purchasing a product from another registrant and distributing the purchased product as their own. (Must be signed by both the distributor and the registrant and date stamped by the EPA); If applicable.
  • Confidential Statement of Formulation (CSF) are required for 25b registrations only, however, the ISDA reserves the right to request the CSF for any product seeking registration.
  • Safety Data Sheets are required for adjuvant registrations only, however, the ISDA reserves the right to request the SDS for any product seeking registration.
  • Product Efficacy Data Sheet is required for 25b registrations only, however, the ISDA reserves the right to request Efficacy data for any product seeking registration.

Renewal of registrations for currently-registered products is accomplished by signing in to the ISDA Pesticide Product Registration System and clicking on the "Renew/Cancel Pesticides" sidebar menu item. This page will present you with a list of your currently-registered products. Click the Renew checkboxes next to the products that you wish to renew. When all selections have been made, click the Finalize button at the top of the page to submit your selections, generate an invoice, and optionally let you pay right away. Upon payment, product renewals will be automatically processed once a day. Note that you may optionally choose to cancel products at the same time that you are renewing others. Note also that if you wish to renew expired or otherwise not current products, that you will need to re-establish registrations for those products through the new product Registration Request process (separately described on this FAQ page)

Currently-registered products, and products renewed/registered for the upcoming registration period (year), may be canceled at any time. Cancel product registrations by signing in, click the "Renew/Cancel Pesticides" option in the sidebar menu, then click to check Cancel checkboxes as needed. Cancellation of products is IMMEDIATE upon clicking the Finalize button. The Registrant company is liable for any products still found on shelves after cancellation.

Yes, the ISDA requires the registration of Plant Growth Regulators (PGRs) as pesticides and depending on your label and labeling claims may also be subject to registration as a fertilizer and or soil/plant amendment with the ISDA Division of Plant Industries and they can be reached at (208) 332-8620.

Yes, the ISDA does continually review currently active pesticides as all registrations are subject to further review.

The ISDA will look at the most current label and “labeling”. Idaho defines label or labeling as any written, printed or graphic matter on or attached to the pesticide or device or any of its containers or wrappers. It would also include all other written, printed or graphic material that accompanies the pesticide or device at any time.

No, Idaho does not require the registration of devices.

To update products that are in the process of initial registration, please refer to the "How do I REGISTER NEW PRODUCTS for use in the State of Idaho" FAQ item for more information"

To update currently-registered products, click the "Pesticides" option in the sidebar menu after signing in. This will present you with a list of your registered products. Click the 'Edit' icon for the applicable product, then make updates very much like you did when registering the product. At this time, only label and other associated documentation may be updated - no other product settings. If other settings need to be updated, active ingredients for example, you will need to remove current product from shelves, cancel those products via the "Renew/Cancel Pesticides" page, then use the new-product Registration Request process to re-register the canceled products with updated information. Once documents have been updated, the ISDA will review them and communicate as required. Until reviewed and approved, you may continue to update the associated documents. You may perform document updates at any time. There is no fee associated with product edits/updates.

Yes, the ISDA does require the registration of technical grade products that are being shipped from an outside state into Idaho. No, if the product is MUP is manufactured in Idaho and shipped to a second facility within Idaho and is owned by the same manufacture for the sole purpose of repackaging or for use as a constituent part of another pesticide produced at the second plant.

Aquatic

Including but not limited to rivers, streams, ponds, lakes, creeks, canals, sewers, drainage basins, and ditches.

Agriculture

Including but not limited to Right of Way, production farms, forestry, greenhouses, sod/turf farms, plant houses, and range and pasture.

Industrialized | Specialized Markets

Including but not limited to hospital/institutional/restaurants/hotels/schools (no labeled site for residential use) swimming pool/spa uses, algaecide/slimicides/disinfectants for industrial cooling towers and commercial/industrial HVAC systems.

Other than for Industrial / Specialized Markets, you may select as many product use sites as your product's labeling will allow. If you register an Industrial / Specialized Markets product, this limits you to just the Industrial / Specialized Markets category.

How to set up a servicing company / registrant company product management agreement:
  1. To become a servicing company, your company must first be registered with the ISDA - Please refer to the FAQ item "I am NEW - How do I register and get set up?" for instructions on registering your company
  2. Second, to manage another company's products (updates, registrations, renewals), you will need to obtain a PDF format Letter of Representation (LOR) on the registrant company's letterhead, e.g. with logo, company name/address/contact information. This letter needs to specify the list of products that you are allowed to manage. This list may say 'All products' or may be a subset of the registrant company's products - but the list needs to be specified in the LOR for approval. See Further notes: below for more information.
  3. Once you have the LOR from the registrant company that is granting you permission to represent and manage their products, you will need to log into the ISDA Pesticide Registration program (where you are now) and view your own Company page - Click the Company link in the sidebar menu.
  4. In the Companies You Represent section, click the + Add link and follow instructions. Once you've uploaded the PDF of the LOR, then the ISDA will review the LOR and will 'link' your company (the servicer company) to the registrant company and their list of products that you are allowed to manage.
  5. You will know that the representation agreement has been approved when you see the registrant company appear in the Companies You Represent section. At the same time, the registrant will see your company appear in their Companies Representing You section.
  6. All agreements, or the termination thereof (by either the Registrant or Servicer company) are immediate as of approval or termination.
Further notes:
  • Registrant companies can always manage all of their products, registrations, or renewals regardless of any servicer company agreement that may exist.
  • Registrant companies may have more than one servicing company, but each product can have at most one servicing company (in addition to the default registrant company's management capability). In other words, a registrant may opt for using a variety of servicing companies, but each servicing company mutually exclusively manages specific products for the registrant. Example) Registrant company 'R' has products 'A', B', 'C', 'D', 'E', and 'F'. Servicing company 'S01' is selected to manage products 'B', and 'C' while servicing company 'S02' has been selected to manage products 'D' and 'E'. Company 'S01' cannot manage unlisted products and cannot manage any of the products managed by 'S02' and vice versa. And since products 'A' and 'F' are not managed by any servicing company, only the registrant can manage these. The registrant can manage all products, 'A' through 'F'.
  • The servicing company / registrant company management agreement can be discontinued at any time.
  • Either the servicing company or the registrant company can discontinue the agreement. Discontinuation is immediate when it occurs. To re-represent a registrant company's products, a new LOR must be issued by the registrant. See the Delete Company Link icons in the Companies You Represent and Companies Representing You sections on your Company page.
  • To change the list of products that you, the servicing company needs to manage for a registrant company, and new LOR must be submitted. The ISDA will discontinue the original agreement and will then establish a new agreement that incorporates the new list of products approved for the servicing company to manage. Both the servicing and registrant companies will receive emailed notification on both the termination of the original agreement and the establishment of the new agreement.
  • New Registration Requests Created By Servicing Companies - When a servicing company registers new products on behalf of the represented registrant company, these new products are automatically added to the servicing companies list of products that they are allowed to manage. This permission is granted upon approval of the submitted registration request

What Happened?

The 'old' Pesticide Registration system was written quite a number of years ago and it lacks key features that the 'new' Pesticide Registration system provides - The 'old' Pesticide Registration system has been deprecated as of the end of 2021. If you need access to records or information in the 'old' Pesticide Registration, please contact the ISDA for assistance.

Product Registration and Re-registration

Since the 'old' Pesticide Product Registration system is now offline, all new product registrations must be accomplished via the 'new' Pesticide Registration website (this website).

  • To REGISTER NEW products:
    • Log into the new Pesticide Product Registration system using your registered email address as your user name
    • Click Register Pesticides in the sidebar menu
    • In the toolbar near the top of the window, click New Registration Request
    • Fill out all required fields for your product(s) in the new registration request form
    • When everything is ready for ISDA review, Submit the form
  • To RE-REGISTER products that exist in the 'old' Pesticide Registration but are not yet registered in the new system:
    • These products must be registered in the 'new' Pesticide Registration system (this website) in the same way that you would register a brand new product (see REGISTER NEW above)
